"I know of no one who is more deserving of the Richard Kaywood Award than John Harvey," wrote Elizabeth Weaver Shepard, driver education specialist in Idaho, in her recommendation letter to ADTSEA. The award recognizes Harvey's standing as a national resource in the highly specialized train-the-trainer level. He was a high school and college driver education teacher and administrator for 38 years in Pennsylvania, Connecticut, Vermont, and Washington. He has been Oregon's program manager for the past three years.

"Oregon is so fortunate to have one of the highest caliber of driver training professionals running our teen driver education program," said Troy E. Costales, Safety Division administrator. "John's enthusiasm and zeal for making our youngest drivers as safe as they can be is just simply contagious. Every one of us in ODOT that will be sending a child through driver education can be assured that Oregon students are part of the best program in the nation."

Harvey, a former president of ADTSEA, has served the past three years on the executive committee of the Association of State Supervisors of Safety and Driver Education and is the incoming president for that association.

"John is in high demand as a speaker at national, state, and local traffic safety conferences," Shepard said. "When panel members are considered for national issues, John Harvey is typically at the top of the list.
